Do we have to replace every system at once?
No. Counties typically start with the department that feels the most paper, counter traffic, or institutional-knowledge risk, then add Tracks as they are ready. Import does not lock you into a single big-bang cutover.
How do online payments work?
Where a process has a fee — licenses, adoptions, reservations, permits — GovTracks can take integrated card or ACH payments and attach the receipt to the same record as the application.
